Howard Franklin II has eight years of program management experience both in the government and private sector, holding active Secret DoD security clearance. He is Defense Acquisition Workforce Improvement Act (DAWIA) certified, Program Management Level II, and he has supported the Department of Navy, Marine Corps, Department of Army, General Administration Services and various commercial industry partners. In his most recent role, he served as a Navy Acquisition and Engineering Directorate professional for the Program Executive Office—Aircraft Carriers. Within the Program Executive Office, Howard held responsibilities as the CVN 80 “Design & Build” program manager to design, procure and deliver future aircraft carriers per U.S. Navy acquisition policies and technical requirements.
He has experience managing budgets of over $30 million dollars to successfully maintain yearly operations, and in August 2016, received a “Special Achievement Award” for his exceptional extemporary R&D efforts within the NAVSEA acquisition workforce community from the Program Executive Officer. Howard earned his bachelor’s degree in electrical engineering from Virginia State University.
